Insert new column

Steps to reproduce:
1. Log in as Root
2. Site Editor - Edit Page
3. Drag and drop any Columns container in the page
On the column there is a possibility to Insert new column, that should offer side to insert new column, but doesn't work.

Till ER03 it worked fine. This bug is presented in ER04, ER05.
