Description of problem: Vanilla install of RT3 doesn't fully work. When you install it, you're missing the directory via httpd for /NoAuth. Either the rt3.conf file needs to be changed to include a directory for /usr/share/rt3/NoAuth, or the perl files that run index.html need to be changed to do the same.
