Description of problem:
A wrong error message is given when trying to decrease data center compatibility version.

Version-Release number of selected component (if applicable):
SF4 // rhevm-3.2.0-5.el6ev

How reproducible:
100%

Steps to Reproduce:
1. Create a 3.2 data center
2. Edit data center and set it to 3.1 
  
Actual results:
[Error while executing action: Cannot edit Repository. Compatibility version is invalid, previous value restored.]

Expected results:
[Error while executing action: Cannot decrease data center compatibility version.]
OR
Don't allow users to decrease compatibility version.

Additional info:
CanDoAction is reporting the correct reason of the action failure:
CanDoAction of action UpdateStoragePool failed. Reasons:VAR__TYPE__STORAGE__POOL,ACTION_TYPE_FAIL
ED_CANNOT_DECREASE_COMPATIBILITY_VERSION,VAR__ACTION__UPDATE
