You use nighlty build. But you didn't add this in Realease tag. You should follow to guidelines. https://fedoraproject.org/wiki/Packaging:NamingGuidelines?rd=Packaging/NamingGuidelines#Version_Tag. As I can see you use post-build in that case you release tag must be Release: 4.%{oe_rel}%{?dist}. Drop first hyphyn from %{oe_rel}. Also correct version in changelog (You used release 3 but must be 4)
