Description of problem:
There are newer packages on older

Version-Release number of selected component (if applicable):
F18 upgraded from F17

How reproducible:
Always until package updates are pushed

Steps to Reproduce:
1. After upgrading a fully updated F17 to F18 run "yum distribution-synchronization --disablepresto"
2. View list of mismatched packages to downgrade

Actual results:
A list of mismatched packages are shown that need to downgrade

Expected results:
No official Fedora packages (i.e. from normal sources) are needed to be downgraded. Another way to say this is that I would expect that at the time a newer version of a package is pushed out to one that all releases except end of life & testing would get the updated versions at the same time.

Misc. info:
I'll file separate bugs for each mismatched package later.
This same thing happened last release (Bug 822708).
There is a discussion on how to handle when this happens with FedUp (bug 892061).
This may need input from Release Engineering as well I suppose.

Please file separate bugs for every package that's on the list.
