By default --conf-file= is empty

upon updating /etc/quantum/dhcp_agent.ini

and restart quantum-dhcp-agent 
the config file is used

i also checked that dnsmasq config file is used by  changing /etc/dnsmasq.conf  to port=5353 and run netstat to check it
