Description:
Stream::Buffered is a buffer class to store arbitrary length of byte
strings and then get a seekable filehandle once everything is buffered. It
uses PerlIO and/or temporary file to save the buffer depending on the
length of the size.

This perl module once was part of perl-Plack and has been split out from perl-Plack. It's a requirement of current versions of perl-Plack, without which updating/bug-fixing perl-Plack is impossible.

My one suggestion is to file an issue on GitHub asking upstream ship the actual license texts in a file.

That said, there are no blocking issues. Package is approved.
