Allow any Beaker user to create a new group by specifying group id and diaplay name. The user who creates a group is called "Group Owner".

I found a bug in the CLI bkr group-create. Setting this back to assigned, minor fix.

The above "bug" and some other changes I had in mind are now fixed by Dan's patch (http://gerrit.beaker-project.org/#/c/1936/).

So, this goes back to MODIFIED.

This feature was actually descoped a bit to remove group descriptions - they will probably be added in a later release. (I'll get the feature description on the web site updated with this info later today)

Verified. Can create a new group by specifying group name, display name and root password.
