Description of problem:

I created a vm with no disk on DC with two clusters. 
one of the clusters had no valid hosts - which is the cluster the vm was created on
when I tried running the vm from betwork I got an error in UI: Internal Engine Error
this is only for diskless vm

How reproducible:

100%

Steps to Reproduce:
1. create a DC with two clusters - one cluster with valid host and the other with no hosts
2. create a diskless vm on cluster that has no valid hosts
3. run the vm from network
  
Actual results:

we fail to run the vm with Internal Engine Error

Expected results:

we should have the same error we are getting for vm with disk which is: 
	
Cannot run VM. There are no available running Hosts in the Host Cluster.

verified the message is
Cannot run VM. There are no available running Hosts in the Host Cluster.
