So, Ctrl-O keyboard shortcut shows file open dialog, but I don't know keyboard shortcut for Preferences window.

It's in the application menu, next to the "Activities" button.

May please provide screenshot (especially the "Next to the activities button" thing)? I use some gnome-shell extension that replaces Activities button with applications menu, thats maybe a problem. So, is possible to turn off this behavior?
