Bugzilla Message-ID bug-698684-293692-VLPAQBlI4o showing possible delays

There seem to be email delays in bugzilla notifications. Based on one data point, those delays might be originating on the application side.

Chronology, from 11-February (yesterday):

  AM: I wonder why I haven't heard back re: bz698684. I refresh the page
      in my browser, and notice a new comment.

  PM: new comment arrives in my mailbox. All Received: headers indicate no
      delay between origin and destination.

Message is attached. Note that Date: header is 14:12 +0000, whereas first Received header is 14:02 -0500 (i.e. note the time zones; don't be thrown off by the similar-looking "14:xx" like I was).
