community warning messages

Description of problem:

going to $DEVENV_IP/community/ URL for the first time, the user will see a couple of warning message box (pls see attachement)

devenv

How reproducible:

always.

Steps to Reproduce:
1. goto $DEVENV_IP/community/
2.
3.
  
Actual results:
user will see these two yellow warning message boxes

The directory sites/default/files/css has been created.
The directory sites/default/files/js has been created.
Expected results:
No warning msgs.

This is a migration/devenv issue only and is normal.  Will not appear in production.
