max gear limit

Description of problem:
user can set max gear values larger than user's gear limit in scale info page.  For example, I have a devenv with max gear limit of 40, but I was able to set the max gear limit to 100.

How reproducible:
always

Steps to Reproduce: 
1. create a scaleable app
2. click on the haproxy link to get into the scale info page
3. set value greater than max limit for your devenv
  
Actual results:
UI allow the user to set max value greater than what the user's limit

Expected results:
UI should flag it as an error and not set it.

As designed.  Users can set arbitrary limits on scaling in the event they are allocated higher via upgrading a plan.
