Jiri - from your screen-shot, it seems like the refresh-button is not the only graphical issue that you are having; is there a chance that your browser's compatibility view is turned on? if so - can you please try and turn it off and see if the problem reproduces?
Yes, in IE8 the boxes angles are not rounded (tested on WinXP SP3/Windows 7), no Compatibility mode was not enabled (if enabled, the page is displayed much worse anyway). In IE >=9 it is OK. The refresh icon is mangled in Basic view in IE8 (tested on WinXP SP3/Windows 7). Do you want for non-rounded angled in IE8 separate BZs?
Thanks for the answer, Jiri. It turns out that the other graphic issues (such as non-rounded corners, as you mentioned) are due the fact that IE8 doesn't support CSS3/HTML5/some advanced standard that enable that, so no point in opening BZs on it, since we won't be able to fix it anyway. the cropped refresh image-button is indeed a real issue that should be taken care of.
refresh image-button looks ok on the Extended tab on IE8, so I hope the fix is easy.
