Users and event buttons

Description of problem:
When the Web Admin UI comes up with a screen size smaller then expected, the tabs of the system move to different places blocking functionality.

The attachment "Users and event buttons" will show that the "Events" tab drops a line, moved to the far right and the "Users" tab drops the same line, but now blocks the menu item of the menu below the tabs.

1. Resize Web Admin UI browser window.

Tabs move around to where they don't belong.

Tabs stay where they belong.

More tabs move on smaller browser resize.

The "Screenshot-rhevm half screen" shows more obscurity when the both of the "System" tabs and the "Property" tabs wrap to the next line.

bug 818051 is about low resolution, but the problem is essentially the same.

we also have bug 755550 on a similar scenario.
