Description of problem:
Unable to create new applications from web console even though I have two applications created and have been granted 10 gears

My user name is the same as my company email address.

OpenShift Ops was unable to diagnose the reason for my problem.

As another data point, I am able to create new applications from the commandline.

Have you logged out and logged back in recently?

I logged in again and now the issue has disappeared.

Do you know the last time you logged out prior to this?  Assuming it was before the last prod push?

I believe it was last night because I happened to clear all my browser cache, etc. and I'm 99% positive I logged in today right before running into the problem.

I experienced the same using the Eclipse tooling we have. What I saw in the browser matches the screenshots, the REST service was telling me the same and in the end I simply couldn't create new applications:

I had 3 available gears, was told all there were consumed but only 1 visible application. Destroying the application was not helping me. Once I had it replaced with a new application,  I was told that I had used all available gears. Deleting and re-creating the domain didn't help either.

Verified this bug for I have not encountered this issue on devenv_2872. 

I can create 3 gears with a freeshift account, and 16 gears with a megashift. 
And I have tried to set my max gears as 20, and then used 15 gears. When I checked my available gears, I can get the right result.
