Thanks for the report. We plan to release new tuned (containing fixes for several bugs including this) in a few days.

It should be fixed by upstream commit: http://git.fedorahosted.org/cgit/tuned.git/commit/?id=f353eeafb64666a399a2cbdc4bcbec9720547f47 and some related previous commits. The fix will be part of next tuned release. This bug will be auto-closed when the release will hit Fedora.
