Description of problem:

Storage domain recovery process never runs

Version-Release number of selected component (if applicable):


How reproducible:

The following issue is occurring during scenario:
1. We have two or more hosts.
2. All data domains is inaccessible.

Because of master domain is inaccessible, reconstruct is triggered
all the time.
At the end of reconstruct all fail-over timers are cleaned, causing
to all data domain to be left in Unknown status and never moved to InActive.


Actual results:
Domain are never moved to Inactive status
Reconstructs are running all the time.

Expected results:
All domains moved to InActive status

sf16. fixed. two hosts.All data domains inaccessible. All data domains become Unknown and after some time they become Inactive.
