Cinder stable/folsom is not up to date with the rpc code in the stable/folsom branch of oslo-incubator.  It needs to be brought up to date to include the latest fixes from oslo.

Specifically the oslo update includes the fix for: https://bugs.launchpad.net/quantum/+bug/1073999

The bug was OpenStack services failing to ever connect to Qpid if qpidd started after OpenStack services.
