Doc Text:	When importing a VM that contained snapshots, it was possible that some disk images were copied more than once, and some disk images not copied at all. This meant that not all the VM images were imported. The engine now attempts to copy each of the images, regardless of existing snapshots. This means that all the disk images are imported.

How reproducible:


Steps to Reproduce:
1. Create VM with 2 disks
2. create snapshots for the vm
3. export the vm
4. remove the vm, import it without collapse
5. 
  
Actual results:
only one image exists on storage (imported), both appear on engine db.

Expected results:
both disks should be imported to the storage and exist on engine db.

verified on sf13
vm and snapshots were all accounted for
