Description of problem:
Unable to add remote domain  using rhevm-manage-domains. EncryptUtils problem.


[root@green-vdsa ~]#rhevm-manage-domains  -action=add -domain=qa.lab.tlv.redhat.com -provider=ActiveDirectory -user=vdcadmin -interactive -addPermissions

Failed reading current configuration. Details: Error "Error fetching AdUserName value: no such entry with version 'general'." while reading configuration value AdUserName.

Steps to Reproduce:
1.Try to add remote domain using rhevm-manege-domain utility.

Setting needinfo flag on Yair Zaslavsky who will add the relevant logs.

Yair,please add relevant logs. The machines are puma31.scl.lab.tlv.redhat.com or green-vdsa.qa.lab.tlv.redhat.com
