The texinfo 5.0-1 rawhide package includes 'makeinfo' as it always has, however, it's now a link: 

lrwxrwxrwx    1 root    root                        8 Feb 19 07:29 /usr/bin/makeinfo -> texi2any

texi2any is in the texinfo-tex subpackage. This means all the packages that BuildRequire: texinfo to get 'makeinfo' will need to adjust, and additionally, you can install just texinfo and have a broken makeinfo command.
