Description of problem:
Put internal domain in end of the list of domains, seeing 'internal' on first position because my domains start with 'r' character (sorted) is very annoying. This is not usual use, we use domains just because we want to use/search for domain users. As there are not other users in 'internal' domain than 'admin' now putting 'internal' on first position (based on sort) makes a user to always change domain -- very annoying.

Steps to Reproduce:
1. Add a domain which starts with a letter later than 'i'
2. Add some permission from external domain
3.
  
Actual results:
'internal' domain is listed based on sort and if external domains start with a letter after 'i' letter this makes 'internal' being on first position

Expected results:
usual use is to use external domains, thus put always 'internal' domain in the end of the list by default

this was opened recently on sf7, so we probably didn't do this.
[maybe it was done only for the domain list in login screen, not for the "add user/permission" dialog]
