There were two things breaking this build:

1. Broken POD (missing blank line) in README, causing the now-more-fussy
   pod2text to have a strop when converting it to plain text

2. Missing perl(ExtUtils::MakeMaker) build requirement, previously dragged in
   via perl(Test::More)
