Description of problem:
The basic support for virtio-rng in libvirt just allows to control the device in qemu. It is desirable to provide support for controlling, sharing and managing access to a RNG device on the host and passing the entropy to guests with fairness enforced.

Expected results:
Libvirt should add a daemon that would distribute the entropy among guests with knowledge about the situation and would enforce fair configurable sharing of the entropy data provided.
