tomcat-dcbp.jar is missing in Tomcat 7.0.33-2.fc17 package.
Cannot connect to any database without it.
Solved problem myself with jar from Tomcats binary distribution from Tomcat site.
But package should be complete imo.

Fedora tomcat and tomcat6 are using apache-commons-dbcp instead of tomcat-dbcp
In fact it seems that there is no tomcat code for tomcat-dbcp
Tomcat use only commons-dbcp sources to build it's tomcat-dbcp
