Previously, it was not possible to set the keyboard layout for individual virtual machines when connecting using the VNC protocol. Moreover, changing the global keyboard layout applied to all virtual machines was inflexible and required the Red Hat Enterprise Virtualization Manager to be restarted. With this update, the keyboard layout of individual virtual machines when connecting using the VNC protocol can be specified via the Edit Virtual Machine window. If not keyboard layout is specified, the default, global value is used.

This is a follow-up bug to backend and REST implementation of VNC keyboard layouts.
We need a GUI selection in webadmin and maybe UP as well, and upstream wiki feature page

+++ This bug was initially created as a clone of Bug #916832 +++

Allow to set VncKeyboardLayout via REST API per VM, rather than a single global based config value.

VDSM already accepted this as part of the API.
GUI not covered by this.

new VM API property:

I was thinking something like:
- selection in Edit VM dialog
- optionally override in Display Options dialog in PUP (and corresponding new Webadmin dialog) - per user/session/VM setting

is3, tested with italian layout (on client) and italian layout (inside guest - rhel6.4).
