Description of problem:


import more than once for template that were created in sf9 will clone templates with monitor 0, so we cannot create vms from the template until we change the monitor to 1.

How reproducible:

100%

Steps to Reproduce:
1. create a vm -> create a template from the vm
2. export the template
3. import the template (with clone as a copy)
4. try to create a vm
