The reason for this is that this file is not only used by the service, but also by other tools, and in other Linux distributions the sysconfig directory is not common. All the configuration parameters should instead go in the /etc/ovirt-engine/engine.conf file or inside files in /etc/ovirt-engine/engine.conf.d directory. During upgrade the parameters in /etc/sysconfig/ovirt-engine should be moved to the /etc/ovirt-engine/engine.conf directory.
