Description of problem:
  GUVNOR-1853 has noted a issue: while use Chrome & IE9 in Windows 7, The "+/-" rows in a decision table are slightly higher than the rule rows. Please click [1] for details.
  I have noticed that GUVNOR-1853 already fixed in drools-5.4.0.CR1, but BRMS 5.3.0 GA didn't inclued it, we need a patch for BRMS 5.3.0 GA.

Fix verified with FF19 and IE9. Automated test should pass on other browsers as well.
