Description of problem:

/usr/include/dns/view.h includes this line:
  #include <dns/rrl.h>
but there doesn't appear to be a /usr/include/dns/rrl.h or /usr/include/bind9/dns/rrl.h packaged in either bind-devel or bind-lite-devel.
