Description of problem:

Created an HA environment with two servers and two agents. While creating an affinity group, I observed that only one agent is available in the 'available agents' section of the affinity group. This is observed intermittently.

I checked that the 'Administration->Agents' section displays two agents.

Steps to Reproduce:

1. Create an HA environment of two servers and two agents
2. Create an affinity group ( Ex: ag1 )
3. Click on the 'Update Membership' button in the 'Agent Members' section of the affinity group ag1.
4. The pop up shows only one agent in the 'available agents' section of the affinity group.
  
Actual results:

All the available agents are not listed in the 'available agents' section of the affinity group.

Expected results:

All the available agents should be listed in the 'available agents' section of the affinity group.

Verified on JON 3.2 Alpha 46 build. Build Number: dbe7020:45c43c4

Created HA environment and verified that all the available agents are listed in the 'available agents' section of the affinity group.

Also verified that any newly added agents are listed as available agents while creating a new affinity group and editing existing affinity groups.
