Description of problem:

/etc/dnf/dnf.conf must not exist by default and if created manually can be used to override the default configuration. also at the moment, /etc/dnf/dnf.conf has comments inside it that refers to yum.  Some errors messages also refer to yum

That is a discussion, not a packaging guideline.

Separating "factory defaults" from admin changes is good and useful in many ways, but indeed a random discussion on a fedora mailing list does NOT dictate what packagers, never mind upstreams, MUST or MUST NOT do.

Sure, it doesn't dictate anything at all.  Even guidelines that say "MUST" typically have exceptions anyway.

And that is precisely why blanket statements like "/etc/dnf/dnf.conf must not exist by default" are best avoided. Its simply rather irritating (and thus, hurting the cause) way of expressing what is IMO a worthy, longer term RFE (of moving dnf to have a "factory default" setup outside /etc)

It seems I understood the formulation "/etc/dnf/dnf.conf must not exist by default" somewhat strongly too.

sorry about the confusion.  That part was basically just an RFE and the mailing list post was about the rationale.  Nothing to do with packaging guidelines. I am working on patching some other software to do the same thing as well.  Please do consider it.

This bug appears to have been reported against 'rawhide' during the Fedora 19 development cycle.
Changing version to '19'.

(As we did not run this process for some time, it could affect also pre-Fedora 19 development
cycle bugs. We are very sorry. It will help us with cleanup during Fedora 19 End Of Life. Thank you.)
