Verified on qe test env version 4.4.rc2-3(20130426) --> PASS

Verify steps:
1.login as redhat(only) account and public account seperately.
2.run bug.fields to get the custom field 'cf_last_closed'.

then expected result: Bug.fields should return 'cf_last_closed' field.

Actual results:
same as the expected results above.
