relay.py is provided by the main package which causes fedmsg-notify-daemon to spin, trying to connect to localhost:4001. To avoid this, it should only be provided by the fedmsg-relay subpackage.
This bug appears to have been reported against 'rawhide' during the Fedora 19 development cycle. Changing version to '19'.
