Description of problem:
I wanted to create new IRC account:
Click "Account settings" button on the main window (showed when no user account configured)
Skip the next dialog (setting first and last name..)
Then I clicked to "+" to create account, choosed "IRC" and to account I put irc server address, but is seems it doesn't matter what it is..

Empathy should not let you add an IRC account in the absence of telepathy-idle, which is not part of RHEL7.

Yes, I can confirm that empathy-3.8.4-3.el7.x86_64 doesn't show IRC even with telepathy-haze installed.
