Description of problem:
In User Portal resources, there's "Used by You" text with a little coloured square. This square has same colour (Blue) as bars in Quota. Although when quota is exceeded its bar is red. So an user is informed that 'Used by You' bar should be blue but in fact it is red. Update the little square to red if quota is exceeded for consistency.

But what happens if the quota is exceeded by other users, or only due to the combination of you and other users? in both cases if I'm not mistaken the bar will be all red, right? Just changing the color of the legend may no be enough since you loos information. 

Maybe the better solution is to dived the bar horizontally into two one half (upper?) in red while the other according to the legend, so it will be clear who takes what ,  or just change the frame of the bar to thick red so inside you'll still see the ratio of usage and the upper legend will remain valid. 

Changing the summary accordingly to indicate the real issue as I understand it, Doron please correct me if I'm wrong

Simon, how about two shades of red? keeping the same logic as the other bars. 

For example:
 - used by others - dark red
 - used by you - light red

Per our discussion, let's do Red frame in order not to change the color legend

After talking to Simon and Eldan: The bar will be kept fully colored in red (not just frame).
In addition - the tooltip will be more informative and will show the percentage of usage by others/you

I had more in mind to display it directly in the page. What about:

then clicking on '>' would expand it and have the text.

Jiri, we took this path based on a discussion with the UX team.
So this should be able to resolve the initial issue by providing all relevant
information. 
If you think a different UX implementation is needed, I suggest you open an RFE for a later version.

So the legend would be as stated in comment #3? Tooltip is OK for me.

The legend and the bars will all remain the same as they were. 

- UX team suggested that only coloring the frame of the bar is not enough. the whole bar need to be red.
- Changing the legend is irrelevant - the legend serves all the bars together and the red bar does not contain any distinction between the 'used by you' to the 'used by others' parts.

A full tooltip will be presented, containing:
 - quota allocation
 - total use
 - used by you
 - used by others
 - free resources
* each will be presented in percentage of the quota allocation and in quantity value.
