Description of problem:

Since curl-7.29.0-4.fc19 there's a new constant GLOBAL_ACK_EINTR.  It should be exported so python applications may use it.  Also fix the argument check in do_global_init().

Thanks for the patch!  I will submit updates for f17+ as the corresponding updates for curl are already submitted.
