patch to rename hwc -> hwcert-backend and add hwcert command none

Description Rob Landry 2013-03-13 18:40:45 UTC
+++ This bug was initially created as a clone of Bug #921227 +++

Description of problem:

With the command set changes in BZ#919498 the older interface should be retained but renamed. In this case v7 becomes hwcert-backend as the manual way to ensure we can get past any automation issues.
