Steps to Reproduce:
1. Create template and uncheck 'Allow all users to access this Template'.
2. Give user TemplateOwner permissions on DC.
3. Login as user and check templates.
Actual results:
User can't see template.
Expected results:
User can see template.
Additional info:
Permissions sub tab of template shows that user have inherited permissions TemplateOwner from DC.
When permissions are added directly to template or on system object, then template can be seen.
This is true for vm with disk.
But when template is created from vm without disk, then user don't have inherited TemplateOwner permissions from DC on that template.
