Description of problem:
This effort more accurately displays the availability as pure intervals and does not try to link it to the 60 buckets in the metric graphs. Now with pure intervals we can have partial intervals that the bucketing method had to approximate and calculate if the bucket should be shown as up or down. Even multiple changes in availability type can occur during an bucket interval and it is accurately depicted now.

The chart type also changed from fixed width blocks to variable width rects according to the availability interval.
