Description of problem:

Since RHEL 6.4 doesn't support namespace
configure/reconfigure Qunatum Router, requires update L3-agent.ini file 
and restart L3 agent

Steps to Reproduce:
1.configure router on quantum
2.user will need to update L3-agent.ini
3.restart L3-agent

With support to namespace this will not be needed

Acutally we can have only one router per L3 agent unless using namespace

Is this covered by BZ 928815? If so, can you close this bug as a duplicate?
