How reproducible: 100%


Steps to Reproduce:
1. Install RHS-C
2. Create a New Cluster
3. Add a new server (which is a RHS 2.0+ ISO installed node)
  
Actual results: Add server will fail and the server status will set to "Non Operational" with the following error in the "Events":

"Host <hostname> is compatible with versions (3.0,3.1) and cannot join Cluster newcluster which is set to version 2.0."


Expected results: Add server should be successful with the latest RHS 2.0+ ISO

The issue is because vdsm reports Cluster level 3.0 and 3.1 in the Anshi RHS node.

The RHSC tech preview expects a cluster level 2.0.
Workaround:
 modify following line in /usr/share/vdsm/dsaversion.py and restart vdsm.

 'clusterLevels': ['3.0', '3.1'] change to
 'clusterLevels': ['2.0','3.0', '3.1']

Is this bug limiting to comapatiblity version only.  I remember rhsc tech-preview uses 'ssl=False'.  Is that change required?
