Spice proxy setting in console configuration popup dialog

Add the option of using spice proxy to console settings dialog in webadmin and userportal. The dialog will be enhanced by one checkbox field which turns the spice proxy on/off (the proxy address will be derived from the engine default value).

Issue: while Spice proxy is unchecked in console options opening console still uses proxy but this only happens when ClientConsoleModeDefault is Plugin or Auto, it does not happen when it is Native (mime file).
