Support for the ARM 64 bit CPU architecture (aarch64) was introduced in autoconf 2.69. libgeotiff appears to use an earlier version of autoconf, preventing its being built. This can be fixed in of three ways (In order of preference): 1. Work with upstream to migrate the package to autoconf 2.69. 2. Rerun autoconf or autoreconf in %prep or %build prior to running configure. 3. Apply the patch at http://ausil.fedorapeople.org/aarch64/libgeotiff/libgeotiff-aarch64.patch which updates config.guess and config.sub to recognize aarch64.
(Un)related: It may be good to update libgeotiff in Fedora, currently the version 1.2.5 is packaged which is some years old while https://apps.fedoraproject.org/packages/mingw-libgeotiff is at 1.4.0. Concerning the bug report: The two files in question can also be obtained like this: http://git.savannah.gnu.org/cgit/config.git/plain/config.guess http://git.savannah.gnu.org/cgit/config.git/plain/config.sub (we use them in the GRASS GIS package)
Applied the patch in F19 through Rawhide, due to the still pending legal situation with libgeotiff: #621416
