update to 3.4.2

Description of problem:
FTBFS in rawhide
New release out a few weeks ago
No tests are being run
No check for any prebuilt jars or classes before build
Qualifier should be the same as eclipse-wtp-common to prevent duplicating some elements
  
Description of patch:
Address the above issues.

Also, I've applied for commit rights on both this and eclipse-wtp-sourceediting. Since I rely on them heavily for the other webtools packages, I've an interest in keeping these up-to-date and in good shape!
