Description of problem:

I created a 3.0 DC and cluster in 3.1 and upgraded to 3.2 rhevm. 
hosts were updated to vdsm-4.10.2-12.0.el6ev.x86_64 but I kept the compitability on 3.0. 
I can create a floating disk but cannot attach it to a vm with compitability version on hotPlug CanDoAction. 
however, I can create a new disk under the vm which will remain in deactivated state. 
once the disk is created we cannot detach it from the vm (even though its deactivated) 
so, we should either allow attach without activate for floating disks as well, or allow detach of deactivated disks from a vm.

Steps to Reproduce:
1. in compitability of 3.0 DC and cluster, create a floating disk and try to attach it
2. create a new disk under a vm and try to detach it
3.
  
Actual results:

we cannot attach a floating disk because of hotPlug feature but we can create a new disk under the vm which will relain in deactive state without being able to detach it. 


Expected results:

we should be consistent. 
if we allow to attach a deactive disk we should allow attach of floating disk but keep the disk deactive. 

if we allow adding the disk in deactive state, we should allow to detach the disk

This is supported for 3.2 compatibility level.
