Description of problem: It would be nice if mingw32-openjpeg could provide a pkgconfig file, just like native openjpeg does. It doesn't as of mingw32-openjpeg-1.3-10.fc18
The mingw-openjpeg package currently doesn't have an active package maintainer, is orphaned in fedora 17/18 and is fully retired in fedora 19/rawhide. I'm listed as co-maintainer for this package, but I don't use it and I'm not interested in becoming primary maintainer of this package. If you're interested in maintaining it you can claim ownership for it at https://admin.fedoraproject.org/pkgdb/acls/name/mingw-openjpeg
I could become primary maintainer. But how does one "undeprecate" a package? It seems strange anyway to have the mingw package deprecated and the native one critpath...

If you aren't able to take ownership of this package in Fedora 19 and rawhide then I guess the package is already removed a bit too much from the distribution. In that case I would suggest you to file a ticket at rel-eng asking them to undeprecate this package. Otherwise a full review would be needed to re-add it to Fedora 19 and rawhide
