How reproducible:


Steps to Reproduce:
1. unzip soa-6-alpha.zip over EAP 6.1
2. start ./standalone.xml
3. cd quickstarts/bpel-service/sayhello && mvn clean install
4. cp target/switchyard-quickstart-bpel-service-say-hello.jar standalone/deployments/. We can see the sayhello samples is deployed fine in console( if not, please copy it again. )
5) access http://localhost:8080/bpel-console. The problem would happen.

External track JBTIS-26  seems irrelevant to this issue.
So I remove it .

This was because when users log in the console, it will check all of the plugins were started correctly, but due to the BPEL engine was not started (BPEL engine is lazy initialisation in switchyard), it will throw the exception like as described.
