Description of problem:
Just run
$ ipython qtconsole

I have this installed:
PyQt4-4.10-1.fc18.x86_64

The PyQt4 >= 4.7 import check is obviously poorly written.

Version-Release number of selected component:
python-ipython-console-0.13.1-3.fc18
